Trump's choice of tariff statute hands the Canada repeal vote to Republican chairmen
Last year a single senator could force the Senate to vote on Canada tariffs under the emergency powers law. Sen. Tim Kaine says the nearly century-old statute Trump used this time has no such motion.

The privileged motion under the emergency powers law was a scheduling right, not a repeal. Semafor reports that opponents knew Trump would veto any effort to undercut his tariff power, so what a single senator could produce was a recorded vote [11]. "The other tariff statutes don't have this privileged motion that a single senator can force a vote on the floor," Kaine said [4]. Opponents can still write bills, he said, but under Republicans "they get sent to a committee" and "the committee bottles it up" [6].
Democrats' two routes differ by five Republican senators. The privileged motion needed one senator and no Republicans at all [4]. The Iran war powers resolution needs five Republicans to reach a simple majority if Sen. John Fetterman keeps breaking with his party [10]. That route sits five votes further away than the one the statute closed [16].
Kaine gave the intended pace on Iran: "We're trying to do one every week. Sometimes the schedule makes it hard, but our goal is to do one every week until war's over," he said [9]. Floor time is the binding constraint. The Senate is on the bipartisan college sports bill for the foreseeable future, and Republicans want votes on regulatory rollbacks in exchange for another Iran war vote [13]. Semafor expects horse-trading over the next two weeks [14]. Democrats are spending what leverage they have on a war powers resolution they are surprisingly bullish about winning [8][18].
I think the procedural reading holds and the political conclusion is narrower than it looks: the statute choice buys the absence of a roll call, since the veto was always there [11]. Kaine is the only senator quoted on how the statutes differ, and the reading is his [3]. The value of a roll call is also unproven on this record: senators used their powers under the International Emergency Economic Powers Act last year to vote to block the earlier Canada tariffs [7], and Semafor's account does not say whether those tariffs came off [17].
