Singapore ties Waymo's 2028 robotaxi launch to the pace of driver retraining
Waymo's plan puts Jaguar I-PACEs on Singapore roads within months and a year of manual driving in 2027, and the Land Transport Authority has said deployment will not outrun its ability to retrain affected drivers.

The 2027 schedule is a year of manual driving. Trained autonomous specialists will drive the Jaguar I-PACEs to adapt the fifth-generation Waymo Driver to local road geometry and monsoon weather patterns, according to Waymo's announcement [6][5]. Waymo says the lidar, radar and camera package holds a 360-degree view out to 300 meters [7]. The hard part is a left-driving city with unfamiliar road markings [9].
The two headline numbers on Waymo's Singapore page are measurements of a different road network. The company claims 500,000 weekly trips and 94% fewer injury-causing crashes than human drivers covering the same distances in the US cities where the service operates [8]. That is about 71,000 trips a day [10]. For the crash figure to say anything about Singapore, the fleet would have to meet a similar mix of conflicts per kilometer there, and the human baseline would have to come from comparable driving. Singapore's transport network is built heavily around buses and rail [9]. The trips Waymo would be compared against there are a different set from the ones its US comparison measured.
The 2028 date has two gates and Waymo runs one of them. The Land Transport Authority said autonomous deployment will not be allowed to outpace the government's ability to retrain and support affected drivers [11]. Singapore introduced a manpower transition package in July, and regulators said operators will be expected to help drivers acquire new skills and move into roles created by autonomous transport [12].
Mawakana described the expansion as a commitment to listen to residents, create "high-skilled local operational jobs" and complement public transit [13]. She is a lawyer who joined Waymo in 2017, and her remit is turning the Waymo Driver into a widely adopted commercial product [14]. Dmitri Dolgov runs the technical organisation [15]. Starting on the I-PACE keeps the readiness work on a platform Waymo has already operated at commercial scale [18]. Singapore begins with the Jaguars and may add other platforms as the fleet grows [17]. Local data collected behind one sensor configuration certifies only that configuration, so I would expect Ojai vehicles to need their own readiness driving before they carry fares there.
Public autonomous rides already exist in Singapore [19]. What 2027 tests is whether Waymo's US operating model works on these roads under this labour condition. By Waymo's own schedule, paying passengers in Singapore wait until 2028 [3].
