The July record that fell was 90 years old [14]. Almost half of US states were in drought this year, and Western Europe's June and July were its hottest months on record as well [4][1]. A hot month and a low reservoir are two different problems for a water utility: the first raises demand, the second lowers supply, and the Colorado basin, which supplies 40 million people in the West, had both [5][6].
