Oracle's co-CEOs inherit a sovereign cloud pitch built 27 months before their promotion

A European procurement review turns on which legal entity signs, and whose staff can reach the control plane. Oracle has had the same answer in the EU since June 2023: regions in Frankfurt and Madrid owned by separate EU legal entities, supported only by staff based in the EU ^[10]. Equinix hosts the Frankfurt region and Digital Realty hosts Madrid, and both are kept apart from Oracle's commercial cloud down to the networking, the control planes and the identity services ^[11].

Oracle promoted Clay Magouyrk and Mike Sicilia to co-chief executives last September, about 27 months after the EU regions opened ^[16]. Magouyrk built the cloud business the sovereign regions sit in. He joined Oracle in 2014 after six years at Amazon and AWS, and took Oracle Cloud Infrastructure past 100 public regions ^[8]. His Oracle biography lists sovereign cloud among his responsibilities, for customers with location or sovereignty restrictions ^[9].

Ellison is 82 and is still chairman, chief technology officer and owner of about 40% of the stock ^[6]. Bloomberg reported that he has been absent from Oracle's earnings calls this year, and the company is billing next month's user conference keynotes without him ^[1][2]. He has been Oracle's public face since he founded it and stayed there after giving up the chief executive title in 2014 ^[3]. One of his few earlier absences was for a yacht race ^[4].

By The Next Web's account, Ellison's Oracle sold databases and applications, and he won those arguments in public ^[15]. The company on stage in Las Vegas sells capacity, much of it to one customer, financed by borrowing that has taken Oracle to one notch above junk ^[14]. It is also spending $2.8B on job cuts while it borrows to build data centres, and headcount has fallen 13% in a year ^[7]. The report does not name the customer.

For a buyer, sovereignty is a catalogue question as well as an entity question. Amazon opened its own European sovereign cloud in Brandenburg this January, two and a half years after Oracle's ^[12]. Its new AI assistant does not appear on the published service list ^[13].

So the check that survives a change of management has two lines. First, which entity is on the contract and where its support staff sit. Second, which of the services your architecture depends on appear on the published list for that sovereign region.
