Gimhae Airport tourism zone picked under national program backed by 93.5 billion won, including 65.9 billion won in central funds, in 2027 budget proposal

Why it matters

Central money runs at about 2.4 won for every won of local budget in this package: 65.9 billion against 27.6 billion, or 70.5% against 29.5% [3][16][15]. The province gives 93.5 billion won as the total planned for the program, based on the 2027 budget proposal, without breaking out the Gimhae zone's share or the years it covers [18]. Five zones were selected [2]. Split evenly, each averages 18.7 billion won [17].
Geoje and Tongyeong go first, and the province says why: tourism in both has been struggling after recent flood damage [5][10]. Kim Sang-won is director general of the province's tourism development bureau. "This selection has laid the groundwork for connecting tourism demand from Gimhae Airport and Busan to all of South Gyeongsang Province, including Geoje and Tongyeong," he said [11].
The measure the province has set for itself is the time foreign tourists spend in the region and how much they spend locally [7]. The itinerary is drawn for that. Arrival at the airport, sightseeing in Busan, travel to the southern coast, then lodging, hands-on programs, dining and shopping [7]. It is marketed as a South Coast Inbound Tourism Gold Route, pairing Busan's urban attractions with Geoje's marine and wellness offerings and Tongyeong's culture, arts and cuisine [6].
Order of spending tells you who gets paid first. Jinju, Sacheon, Namhae and Hadong sit in an expansion the province describes as coming later [13]. A separate commercialisation track pairs Gimhae's Gaya historical sites with Yangsan's Buddhist temple culture and ecological resources, plus festival, shopping and dining content [8].
I would expect the limiting factor to be the 27.6 billion won of local money and what it buys in rooms and staff, not the route design [3]. A branded route can also re-badge trips that visitors arriving at Gimhae already make. Then nights and receipts in Geoje and Tongyeong stay flat while the zone is delivered on paper [7]. Kim's bureau has until the end of this year to produce the 2027-2030 plan, working with the culture ministry, the Korea Tourism Organization, Busan and Ulsan [14]. It should show how much of the 93.5 billion won lands in the two flood-hit cities [3].
What to watch
