Zero containment at the campus edge: Reno fire clears 87,000 from two evacuation zones

Twenty-three square miles is 14,720 acres ^[3], and the Hawk Fire covered that between Saturday and Sunday in foothills that Fortune describes as ringed by homes and businesses near the California line ^[1]. It jumped over fire trucks and left crews unable to reach hot spots ^[19]. Against that ground the state had 800 fire personnel ^[8], roughly 18 acres each ^[5]. Ratios like that are why interface fires are settled by wind and terrain rather than by headcount.

The evacuation figures do not reconcile, and the gap is instructive. The GO NOW zone held 42,000 people ^[4] and the adjacent warning zone another 45,000 ^[5], a total of 87,000, about 3,000 short of the roughly 90,000 authorities said they urged out ^[1]. In a city of more than 280,000 ^[11], those two zones together come to near 31 percent of the population ^[2], though the boundaries run past city limits, so read that as an order of magnitude and not a census. Close to a third of a metro area was told to leave or to be ready to.

The failure worth dwelling on is informational. Cari Kieffer told Fortune that the app her family used to follow the fire ran significantly behind its actual position, so they assumed crews had kept it away from their neighborhood; the house burned ^[14]. Warning time sits underneath every evacuation plan and every estimate of how many structures a given run takes. When a consumer feed trails the front by enough to change a household's departure decision, spread rate was not the only thing being underestimated.

Infrastructure came back faster than the fire slowed. Outages in Washoe County fell from 60,000 customers Saturday to near 10,000 Sunday ^[9], a decline of about 83 percent ^[4], while the fire was still running ^[1]. Portions of US 395, the main north-south route, were closed ^[10]. Power and roads are restorable inside a day or two. The structures inside a GO NOW boundary are not, and that asymmetry is what a wildfire loss actually consists of.

For anyone carrying Western property risk, the governing variable here is adjacency rather than acreage. A national forest boundary encircled by houses and businesses ^[1] means the loss depends on where the wind pointed for twelve hours, not on the season's total burned area.
