Cardiff's IQE prices a Beijing licensing decision into its second half

Breadth of supply cannot beat the underlying arithmetic. If the US Geological Survey figure holds and China accounts for 70% of indium phosphide, every other buyer is drawing on the remaining 30% [7][18]. Engaging broadly with different suppliers, which is how Meier described the mitigation to Bloomberg, buys more doors into that remainder without adding a gram to it [8][4]. She did not call that a ceiling; the caveat she offered was that export control licences will still affect IQE if the policies behind them are revoked [8].

What buyers actually did was pay. When Beijing began slow-walking export licences, TNW reported indium phosphide wafer prices up around 250% [9], so a wafer that cost 100 before the controls cost roughly 350 after them [19]. That was June. The chief executive of a company that buys those substrates put her name to the risk three months later, which is the ordinary order of events and the reason a procurement lead learns more from a quote sheet than from an interview.

The results leave IQE as both beneficiary and hostage. Photonics passed wireless to become the largest part of the business for the first time during a year in which total revenue fell [13][11]. Growth of more than 30% measured against that 97.3m pound base puts the current full year above roughly 126m pounds [20][12]. Meier's hedge is that IQE's AI exposure runs into robotics and sensing as well as data centres, which she said limits its reliance on the infrastructure boom [15]. That spreads demand across end markets and leaves the input side where it was.

The candour is aimed at the share register. Meier told investors the export licence risk is already built into the second-half outlook [14], which is a company disclosing that it has priced a decision it does not make. For the person specifying optics for a cluster, the disclosure supplies no wafers. It does locate the risk, with one of the few compound semiconductor firms of any scale in Europe, which cannot source its own substrate [16].

Two questions sort the exposure for anyone holding a hardware roadmap. What share of the bill of materials passes through an indium phosphide wafer, and how much slack the ship date has. Large share with no slack makes this a price term rather than a sourcing project. The contract that survives is the one that lets cost move, not the one that promises a date. Large share with slack makes qualification the only real lever, and qualification runs in quarters. Small share with no slack is a monitoring job, where the wafer price series is the better signal, since it moved months before the commentary did. Small share with slack needs nothing at all. In each of the four boxes, the buyer is still drawing on 30% of world supply, not the full 100%.

What to watch

  • Whether IQE's second-half results show the licence risk it says it has already priced in, or a guidance cut instead.
