Saltier water supplied every acre of the Chesapeake's 2025 grass gain
The 2025 aerial survey put Chesapeake Bay grasses within a rounding error of the 2030 interim goal. But the whole net gain came from the two saltiest zones, and the freshwater rivers that drive nutrient policy lost ground.

What happened
- The annual Baywide aerial survey counted 89,385 acres of underwater grass in the Chesapeake and its tidal tributaries, up 6,134 acres on 2024 and the highest figure since 2018.
- The saltiest waters near the Bay's mouth set a record for the second year running, rising from 25,266 acres to an estimated 28,142.
- The moderately salty mesohaline zone grew nearly 15 percent to an estimated 37,879 acres, which researchers tie to several years of improving water clarity in the lower Bay.

Why it matters
- constraint The interim goal is effectively in hand, but the long-term target still needs more acreage than the whole Bay currently carries, and the growth is coming from two zones out of four.

The polyhaline zone added 2,876 acres and the mesohaline 4,846, which is 7,722 acres between them [1][2][3]. The Baywide net gain was 6,134 [2]. The two salty zones grew by 1,588 acres more than the Bay as a whole [5], because the tidal fresh zone gave back 1,568 acres [4] while the oligohaline sat roughly still at just over 4,700 [11].
The mix changed along with the total. Polyhaline and mesohaline together now hold 66,021 of the Bay's 89,385 acres, or 73.9 percent, against 70.0 percent of the 83,251 acres mapped in 2024 [7][8][6]. Christopher Patrick, who directs the SAV program at VIMS, reads the mainstem recoveries as a sign that watershed-level management is producing outcomes [12], and the survey attributes the lower Bay gains and a record eelgrass expansion to several years of improving water clarity there [8].
The freshwater number is harder to convert into a verdict on nutrient policy. That 1,568-acre loss, 7.8 percent of the zone [4][11], with the sharpest declines in Virginia tributaries including parts of the upper Rappahannock [9], came largely from a retreat of Hydrilla verticillata, an invasive plant the survey notes has expanded and contracted across multiple river systems in recent years [10]. The aerial survey counts vegetated acres, and hydrilla acres count. A zone can shrink because an invasive is cycling downward rather than because nitrogen loading rose. So the survey leaves open whether nutrient delivery to those rivers changed at all.
Against the 2030 interim target of 90,000 acres, 89,385 leaves a 615-acre gap, seven tenths of one percent [4][9], and the release gives the zone figures as estimates. Call that a tie with the target rather than a near miss. The comparison to 2018 [3] carries its own asterisk: exceptionally wet conditions that year crashed widgeon grass in the middle Bay, which is still recovering [15], so some of this year's total is ground being retraced after weather rather than added by management.
The long-term goal is 196,600 acres [5], meaning another 107,215 have to be found [10], more than everything mapped today. The lower Bay shows how fast seagrass returns once clarity improves, which is Patrick's stated reason for thinking the restoration goals remain reachable [14]. It also means the missing acreage has to come from zones whose annual numbers currently move on rainfall and an invasive weed [13][10].
What to watch
- Whether hydrilla rebounds in the upper Rappahannock and other Virginia tributaries in the next survey, which would reverse the tidal fresh loss with no change in nutrient loading.
- Whether lower Bay water clarity holds through a wet year, given that 2018 rainfall crashed widgeon grass in the middle Bay.
- Whether the 2026 survey crosses 90,000 acres, and what managers use as the trigger metric once the interim goal is met.
