The thing to hold onto is what has not been announced. AWS added four new data center clusters in the region over the past 18 months, roughly one every four and a half months, in Malaysia, Thailand, New Zealand and Taiwan [15][16]. Japan is not on that list [17]. So far this is a headcount decision, not a capital-expenditure decision, and the two do not always follow each other. Valles's track record is relevant here: he spent close to a decade building AWS's Latin America business from a small office in Brazil, where the region "did not exist," opening edge locations in Argentina, Chile and Colombia and announcing 30 new AWS Local Zones in 2022 [18][19].
