Nebius rents Vantage's Newport shell, and AI clouds keep siting GPUs by leasing not building

Nebius has agreed to lease high-density, Nvidia-powered AI capacity at Vantage Data Centers' CWL1 campus in Newport, Wales ^[1]. The deployment is meant to support AI training, inference, agentic AI, and enterprise workloads, and will be built to Nvidia's DSX AI factory reference design, though neither company disclosed its size ^[2][3].

The number that was not shared is less interesting than the pattern around it. In June, Nebius announced plans to invest roughly 1.7bn pounds ($2.3bn) building out capacity across four UK sites ^[4]. Yet its live UK footprint is leased: an expanding presence at Ark's Longcross Park and compute deployment at Kao Data's Harlow campus ^[5]. Across Europe the company owns one facility, in Mantsala, Finland, and rents everything else, including sites in Paris via Equinix, Israel via Mega Or, Iceland via Verne, and Lappeenranta via Polarnode ^[6][7]. Newport extends that habit. An AI cloud with billions in build commitments is still solving where to put GPUs by renting colocation.

What Vantage is selling is the scarce part. CWL1 has been live since 2010, spans three buildings and about 2 million sq ft on a 46-acre site, and cools with closed-loop water recirculation and free-cooling air chillers rather than evaporative towers ^[8][9]. The campus sits on the site of a former LG semiconductor plant that stood empty for more than a decade before development ^[10]. Vantage bought the site and its owner NGD in 2020, and Microsoft Azure is already a major tenant ^[11][12]. The company says it aims to deploy 1GW of AI-ready capacity across Newport, Bridgend, and Bro Tathan outside Cardiff ^[13]. That capacity, meaning powered and coolable shell, is the constraint tenants are buying.

The politics track the power. AI minister Kanishka Narayan tied the Newport infrastructure to reindustrializing Britain, high-skilled jobs in South Wales, and keeping cutting-edge compute on home shores ^[14]. Nebius, formed after Yandex separated its Russian and European operations, counts Meta, Microsoft, and model firm Reflection among its customers ^[15][16].

What to watch is whether Nebius's 1.7bn pounds of announced UK building actually converts into owned sites, or whether leasing power-ready capacity from operators like Vantage stays the faster route for as long as grid connections, not concrete, are the bottleneck ^[4][5][13].
