Why it matters

The sum is negligible against any hardware budget, which is the point: know-how is moving through research funding lines rather than through trade agreements, and know-how is the part of the rare-earth chain that sets magnet, sensor and motor costs.
The asymmetry in the numbers is worth stating plainly. The Trump administration recently announced $3 billion in investments aimed at critical-mineral and battery projects [12], roughly 714,000 times the per-workshop figure Beijing is putting up [14]. Workshops move separation chemistry, which according to the source reporting is technically difficult and can itself be the major barrier to building a domestic supply chain [8].
China dominates much of the global rare-earth supply chain, and particularly the processing stage [4]. It has also increasingly restricted overseas transfer of the technologies used to process rare earths, and its export controls have made clear how much manufacturers in the US and elsewhere depend on Chinese supply [3]. So a state-funded workshop series that explicitly includes processing sits oddly next to those restrictions. The two are not contradictory if you read the controls as directional rather than absolute: technology stays inside a chosen set of relationships.
Iran is a reasonable test case for that reading. Exploration has identified rare earth anomalies across roughly 7,000 square kilometres in central Iran, according to a February analysis by the Netherlands-based Hague Research Institute cited in the reporting [6]. Extraction and processing capability there remains at an early stage and far from industrial scale [7]. That is the profile Beijing gains from: resources present, refining absent, expertise supplied [16]. The two science foundations have a longer history here, having signed a memorandum of understanding in Beijing in 2017, which the NSFC framed on its website by calling Iran "an important country in the Belt and Road Initiative" [9].
The wider program is not a rare-earth program. The other four selected areas are nanomaterials for disease detection, pollution monitoring, earthquake-resistant construction and greener manufacturing [10], and the workshop series began in 2024 covering climate change, advanced materials and manufacturing [11]. Rare earths were added to an existing pipe, which is how this sort of thing usually travels.
For anyone costing a bill of materials, the operational read is narrow. Rare earths are 17 metals whose magnetic and electronic properties make them central to magnets, electronics, radar, missiles and aircraft [5], and the binding constraint on non-Chinese supply is separation and refining rather than ore in the ground [4][8]. New deposit announcements should not change a forecast. New qualified separation lines outside China should. Nothing in this program builds one for the buyers on the other side of the export controls [3].
