Taiwan just drilled the layer your continuity plan depends on: bandwidth, factories, ships

Taiwan began its largest-ever military exercise on August 5, a 10-day run that pulled in civilians, businesses, local governments and media alongside the armed forces ^[1]. The part that matters to anyone carrying a Taiwan line item is not the order of battle: the drill deliberately throttled mobile internet across at least 14 regions and mobilized civilian factories as though wartime production orders had come down the chain ^[2][3].

Han Kuang has run annually since 1984 ^[4], and the military content this year was conventional in kind. Units rehearsed escort operations for merchant ships, on the recognition that a Chinese blockade would target commercial shipping lanes, and practised fighter jet dispersal, an acknowledgement that concentrated air assets on an island with limited runway space are one target ^[5][6]. Reservists trained alongside active-duty troops ^[7].

The civilian half is what changed. Urban resilience drills expanded to two full days and merged with the military exercise for the first time ^[8], which is one fifth of the ten-day window ^[9]. They covered first aid, medical evacuation and drone-based supply delivery ^[10]. Local businesses ran mobilization scenarios and community support services rehearsed their roles in a sustained siege environment ^[11].

The throttling was brief and localized, according to the account ^[2]. Read it as an audit anyway. If your Taiwan continuity plan assumes connectivity that is degraded but present, contract manufacturers that answer to your purchase orders, and shipping that stays insurable, then Taipei has now stress-tested two of those three under conditions the state chose in advance, and found them worth testing. The useful follow-up question is which of your Taiwanese suppliers sits on a mobilization list, and what a wartime production order does to your allocation ahead of it. The material does not say.

Scale is why this travels. Taiwan has 23 million residents and produces the vast majority of the world's most advanced semiconductors ^[12][13]. Cryptobriefing, citing Fox News, argues that a government planning for civilian production to shift to a wartime footing is a signal for any company exposed to Taiwanese supply chains ^[14]. That reading is fair and incomplete. The network throttling deserves equal weight, because remote monitoring, cloud dependencies and just-in-time reordering all sit on the commercial layer, and undersea cables and communications infrastructure are the assets a real attack would hit first ^[15]. Note also that the exercise avoided framing around specific escalation triggers from Beijing ^[16], a calibration the same report calls diplomatic. Nothing in this forecasts timing. It describes what the state expects to have to operate through.

Three things to watch. First, whether Taipei publishes anything measurable about what the throttling did to throughput, latency and payment systems, rather than leaving it as an anecdote. Second, whether the two urban resilience days widen again next year, since the merger with the military exercise is only one cycle old ^[8]. Third, whether firms with Taiwanese plants are told in advance which sites are enrolled in mobilization planning; the drills happened in August, and the exercise window closed on August 14 ^[17].
