UK's new space strategy earmarks £57m for satellite broadband on mainline trains

The Department for Transport's share of the £7.8bn plan pays for low Earth orbit capacity to cut signal dropouts on trains by 2030. The plan does not name a service provider, and the date repeats one the rail minister gave in May.

A train manager on the East Coast route can tell you which cutting kills the signal, and so can the commuter whose video call drops in the same place twice a day. The Department for Transport's answer in the new strategy is £57m. The money goes on connecting low Earth orbit broadband capability to national rail services and, in the strategy's words, "reducing mobile signal dropouts on trains by using advanced satellite communications" [8].

For a connectivity team at a train operator, or a satcom reseller sizing a bid, three of the four things you need are there: the department, the amount, the target year. Datacenterdynamics reported that no service provider is listed in the plan, and suggested OneWeb could be getting the call [12]. The government bought a majority share of OneWeb for $500m in July 2020 and kept a golden share through the merger with Eutelsat, and according to the same report it has never been forthcoming about what that share means [13].

The 2030 date goes back to May. Rail minister Keir Mather confirmed then that mainline services would be connected by LEO satellite WiFi by 2030, alongside Project Reach. Reach is a separate scheme covering 1,000 kilometres of fibre against 57 tunnel blackspots on the East and West Coast and Great Western main lines [9][10]. Mather's pledge itself replaced a 2017 commitment to deliver 1Gbps broadband on mainline trains by 2025. It never happened [11].

Set the headline figure beside the named items and the gap is wide. The report itemises the priorities. £148m for European rocket programmes, £30m for native launch from SaxaVord Spaceport in Shetland, £163m for space science and exploration missions, £57m for rail connectivity and £40m for in-orbit servicing, assembly and manufacturing [5][6][7][8][15]. That comes to £438m, or roughly 5.6 percent of the £7.8bn the government says it will invest by 2030 [18]. The £163m is described as including £9m from the Met Office for solar weather forecasting and the SKYNET defence communications programmes, so those are not separate additions [7].

Jonathan Reynolds is the business, innovation, science and trade secretary. "This plan will enable our excellent UK industry to seize the boundless opportunities of this new age in space, creating skilled jobs, driving growth and improving connectivity for all of us," he said [4]. On the passenger rail side that opportunity is £57m across every mainline route in the country [8].

A line you can put in a plan needs a department that holds the budget, an amount, a delivery date, and a named counterparty. Rail has the first three. SaxaVord has an amount and a site [6]. The ISAM money has an amount and a technology description [15]. The national satellite communications system is listed as a proposal, and the report does not attach a figure to it [1]. The 2017 pledge had a number and a date too [11]. On that test the rail item is the most plannable thing in the document, and a bidder still cannot tell whether it is bidding against Eutelsat-OneWeb or to it.

What to watch

  • Whether the DfT names a supplier for the £57m of LEO rail capacity, and whether Eutelsat-OneWeb is it.
  • Any published scope or budget holder for the national satellite communications system listed as a proposal.
  • Whether Project Reach's 1,000 km of tunnel fibre and the LEO rail money get procured together or separately.
