Samsung's six-month fab consult puts four more Korean public nanofabs in a queue

The Ministry of Science and ICT briefed results from six months of Samsung consulting at POSTECH's Nano Convergence Technology Center, with four more public fabs named to follow in sequence at the same pace.

Why it matters

What Samsung handed over at POSTECH is operating practice, not process technology. Samsung's Win-Win Cooperation Center, inside the Device Solutions division, took the manufacturing innovation method it runs on suppliers of chip materials, parts and equipment, adapted it to the characteristics of a public nanofab, and spent six months at the Nano Convergence Technology Center from March through August [5][6]. The centre came away with Samsung's on-site improvement methods for safety, cleanliness and equipment reliability, and a revised response system for process services [7].

Then the arithmetic of spreading it. The ministry lists the Korea Advanced Nano Fab Center, Seoul National University's Inter-university Semiconductor Research Center, DGIST's next-generation sensor and semiconductor research institute and ETRI's materials, parts and equipment technology center as following the National NanoFab Center and the Nano Convergence Technology Center, in sequence [12]. Four centres at six months each, run one after another, is 24 months before the sixth institution is finished [14]. Past that the transfer is paper: the plan calls for sharing the consulting results and best practices with every institution participating in MoaFab [13].

"Public nanofabs are a core foundation of the K-semiconductor ecosystem, where domestic materials, parts and equipment companies develop and verify new technologies and products," said Ji Hyun-ki, executive vice president and head of the Win-Win Cooperation Center in the Device Solutions division [10]. Those are the firms Samsung buys from. The public fabs are where companies without their own lines get materials, parts and equipment tested and evaluated in actual chip processes [8].

The ministry's stated judgment is directional: the more stable equipment operation and process reliability become at public fabs, the shorter the time needed to put research results to use in industry [9]. There is no baseline cycle time in the account, no uptime figure, no target, and no fee, budget, headcount, equipment or capacity commitment attached to the consulting [16]. If the four queued centres publish no change in tool uptime or in turnaround for outside test wafers, a Korean equipment vendor gets nothing out of this it could put in a plan.

The memorandum of understanding behind the work was signed in March last year between the ministry and the country's three major chipmakers, Samsung Electronics, SK hynix and DB HiTek [4]. The results briefed on the 11th are Samsung's alone, and the ministry's account carries no comparable engagement from the other two [3][17].

The cheap read is that Korea has found the least expensive item on the industrial-policy menu: instead of buying more research tools, the government is borrowing operating experience from private fabs to lift the productivity and reliability of public infrastructure it already owns [2]. The more interesting version is what Samsung is spending here, which on the record is one internal team's time for six months on a method it had already built for suppliers [5][6]. That is a small allocation against a supplier base whose qualification work happens at public expense.

What to watch

  • Whether the Korea Advanced Nano Fab Center engagement publishes tool uptime or turnaround figures for outside test wafers.
  • Whether SK hynix or DB HiTek run comparable engagements under the March memorandum of understanding.
  • Whether MoaFab sharing goes past circulated best practices to staff time at the smaller participating institutions.
