Xi puts China in charge of building a BRICS open-source AI community
Xi used the summit's closing session to make China the lead builder of an open-source AI ecosystem for BRICS members, and Beijing says it has already partnered with around 30 countries on a separate World AI Cooperation Organisation.

Why it matters

An open-source community changes a build decision only when it owns something a team pulls. That means weights under a named license, a mirror somebody keeps up, and a patch feed with a cadence you can plan around. Xi described people and events instead. "China will be a pioneer in establishing a BRICS AI open-source community, support cooperation in developing and applying large language models, hold specialised AI seminars and training courses, and build an open ecosystem for AI," he said [2].
The cost framing comes from the Economic Times. The paper reports that Beijing is focusing on a cost-effective international AI ecosystem based on open models, unlike major US developers such as OpenAI and Anthropic, which rely on closed frameworks [4].
There is a fiscal reason a cost-led pitch would land in this bloc. The 11 BRICS members account for around 49.5 per cent of global population and 40 per cent of global GDP [6]. Divide the second figure by the first and output per head across the grouping runs about four fifths of the world average [10].
For the institutional story to bite on an engineering decision, the new community would have to sit between a team and its artifacts. That means hosting the checkpoint, issuing the license, or shipping the fix when a tokenizer bug lands. The five points stop short of a repository [5]. The Economic Times account does not name the roughly 30 countries in the World AI Cooperation Organisation or give a founding date [13].
The ambition in the speech is about rule-writing. Xi said BRICS should use its close ties with emerging markets and the Global South to safeguard supply chains and build a large integrated market [11]. On international law he told the summit: "We must work to ensure that international rules are applied to all" [8].
So a team sourcing open weights today still faces the same two questions it faced last week: what the license permits, and who hosts the file. If the BRICS community later becomes the registry, the training pipeline, or the CVE channel for a model family, the jurisdiction question arrives with it. So far there is a proposal and a convener [1].
What to watch
- Whether a license text, model registry or governance charter appears under the BRICS AI open-source community name.
- The membership list and founding documents of the World AI Cooperation Organisation, neither of which the Economic Times report includes.
- Whether the promised AI seminars and training courses arrive with released model artifacts or only with curriculum.
