What Cumming's team did is mostly a removal. On her account, the step that turns latex into balloon rubber is sulfur vulcanisation, which means adding sulfur accelerators, antioxidants and activators, and it is that additive package that both prevents biodegradation and leaks toxic chemicals into the environment [6]. Bioloon keeps the natural latex, blends in a second biodegradable polymer, and leaves the additives out [7]. The feedstock is unchanged: sap from the rubber tree, as it has been since the balloon was invented in 1824 [14]. That is the strongest argument for the two-year route to market [1], because nobody has to build a new supply chain to serve it, and the finished article inflates like the incumbent [8].
Now the money. Charlotte Melia, a former party planner, and an associate put up 30,000 pounds to help fund the doctoral work [11], which ran three years [3] and involved hundreds of trials [2]. That disclosed contribution averages about 10,000 pounds a year [16]. Set it against Imperial's own estimate of 20 to 25 billion balloons bought worldwide annually [10] and it comes to roughly 1.20 to 1.50 pounds per million balloons sold each year [17]. Whatever kept the additive chemistry in place for 202 years [18], it was not the expense of looking for something else.
The weak point is verification, and it is the same weak point the incumbent has. Nine months is the creators' estimate, drawn from their own tests in soil, seawater and deionised water [4]. The process is patented and Cumming declined to give further detail [7]. For a consumer that is sufficient. For a retailer specification or a public-sector purchase it is not a spec line. And the category has already burned this particular claim once: Melia says packaging told her balloons break up at the rate of an oak leaf, and finding out they were non-biodegradable was what pushed her to fund the research [12]. A degradation claim on a label that turns out to be false is a worse position for the industry than no claim, because it converts a preference question into a compliance question. Traditional balloons do not degrade despite the advertising [5].
Melia sees the same chemistry serving household and surgical gloves, latex clothing and condoms [13]. Those are the products where the additives earn their keep, on barrier integrity and shelf life, and the source offers no performance data there at all. Party latex is the soft target precisely because the bar is a few hours of inflation before the bin [15].
The number that turns this from litter into procurement is the seabird ratio: a 2019 University of Tasmania study in Scientific Reports found balloons the highest-risk plastic debris item for seabirds, carrying 32 times the mortality risk of hard plastics [9]. That is measured per item ingested, which is the same unit a purchase order is written in.

The two voices in the story both stand to gain from favourable coverage: the researcher holds a patent on the withheld process, and the events entrepreneur who paid £30,000 toward the research is quoted promoting both the product and its expansion into gloves and condoms. The 20–25 billion annual balloon estimate that sizes the opportunity comes from the developing institution's own department. No incumbent manufacturer, regulator, or independent scientist is quoted, and the article does not disclose licensing terms or the funders' stake.
Internally consistent but single-sourced
