Korea's labour ministry pins 167 of 338 chip safety violations on SK hynix
An intensive inspection of 27 semiconductor manufacturers produced 338 findings under industrial safety law. Fines cover 120 of them, 28 cases go to prosecutors, and SK hynix's two campuses account for 167.

What happened
- The Ministry of Employment and Labor said on the 20th that an intensive inspection of 27 semiconductor manufacturers turned up 338 breaches of industrial safety law, of the kind that can cause fires, explosions or chemical leaks.
- Inspectors logged 119 violations at SK hynix's Cheongju campus, 35.2% of the national total, at a site where a series of fluorine leaks occurred in June.
- The Cheongju fines come to 32 million won over missing warning labels and material safety data sheets that were not posted, with a further 27.7 million won levied at Icheon.

Twenty-eight of the 338 findings go to prosecutors, 8.3% of the total [5], and the ministry said it plans to refer the safety rule breaches at the Cheongju campus into that channel [8]. The dispositions it listed add to 336: 188 corrective orders, 120 fines, 28 referrals [6]. A revoked subcontracting approval and one work suspension order [5] cover the other two, if no case sits in two categories.
The revocation is the finding that can touch a production schedule. At Icheon the ministry pulled the approval after finding the plant had not followed the required work procedures for operations it had approval to subcontract [9], so that scope cannot run under the permission it held. Either the approval comes back or SK hynix's own staff run that scope themselves, on the chemical and high-pressure gas systems the ministry cites when it calls the industry high-risk [10]. The ministry did not say how long the withdrawal lasts.
Corrective orders in 188 cases mean engineering and safety-staff time at 27 companies [4][2] spent on compliance instead of whatever those teams had scheduled.
SK hynix's 119 at Cheongju and 48 at Icheon come to 167, or 49.4% of the 338 [1]. Spread the remaining 171 findings across the other 26 inspected companies and the average is 6.6 each [3], against 83.5 per SK hynix campus [4]. These are raw counts, unadjusted for lines or headcount. Cheongju had a run of fluorine leaks in June [6] and this inspection followed them, and an inspector working a campus already under scrutiny records more findings.
In my view the cost that reaches output here runs through the approval regime, not the money: 32 million won at Cheongju plus 27.7 million at Icheon is 59.7 million won [2] across the two campuses that produced half the national total [3]. The counter-argument is scale. One revoked approval and one suspension order across 27 inspected companies [5][2] is a light administrative footprint, and a plant that spent June dealing with fluorine leaks [6] has probably already funded some of the fixes the inspectors are now writing up. If the 28 referrals close without charges and no Cheongju line loses a day, the sweep cost 59.7 million won and some paperwork. The ministry said it will pursue administrative and legal measures rigorously, given the number of violations found at SK hynix and other major chipmakers [11].
What to watch
- Whether prosecutors bring charges on any of the 28 referred cases, and whether any name individuals at Cheongju.
- Whether the revoked Icheon subcontracting approval is reinstated, and how long that scope sits idle.
- Which of the 27 inspected companies received the single work suspension order, and whether it touched a production line.
