Why it matters
The spread in Iran is not one number. Divide the cheapest official tier into the street rate and you get a ratio of 3.5 [1], which means the same dollar is a subsidy at one window and a rationed import at another. That ratio, not the headline rate, is what makes rial figures unusable outside the room they were quoted in.
