Survey of 1,242 Toronto teachers ties the phone ban's high school gap to administrative backing

More than 70 percent of elementary teachers say Toronto's phone rule is consistently enforced, against 44 percent in high schools, and in both systems the benefits teachers report track that enforcement figure almost exactly.
